Ukraine is on the verge of signing a Single European Sky Agreement

The last round of negotiations between Ukraine and EU on Single European Sky Agreement arrangements was held on October 21-22, 2013. The text per se, says vice-premier Oleksandr Vilkul, has been just agreed upon, only procedures regarding its preparation for signing are continuing for the moment. As to the steps of implementation of the Agreement, the first one would comprise enactment of the third and fourth freedom of the air, elimination of all impediments as to quantity of carriers and frequencies between the countries. On this stage Ukraine is to adjust and harmonize its aviation legislation to the European one. The text of the Agreement is expected to be confirmed this autumn. The next year the Agreement is very likely to be signed, whereupon EU countries and Ukraine should sign it. Thus significant liberalization of EU and Ukrainian markets is possible not earlier than in two or three years.
